2007 Bills

I introduced six bills in the House and I am the prime House sponsor of two Senate bills.

HB-1208 is a joint prime sponsorship with Rep Jahn. It changes the Unfair Trade Practices Act to allow drug and gas prescription drug programs to be instituted in Colorado, similar to HB 1070. With the bi-partisan sponsorship, HB 1208 has better prospects of surviving in this partisan environment.

HB-1208 was signed by the governor on April 16 and many discount programs were immediately put into effect all across Colorado.

HB-1070 will repeal portions of the Unfair Practices Act. This will remove those provisions that currently prevent King Soopers from giving a ten-cent discount on gas, and Wal-Mart and Target offering the same $4 prescription drug prices they do in most other states.

I asked that HB-1070 be postponed indefinitely, in deference to another bill I and Rep Jahn introduced later.

HB-1136 is an alternative Medicaid program for the elderly. I am back again this year with this Medicaid reform bill. It will give older Coloradans more choices in the Medicaid program and save the state significant Medicaid dollars. The Health and Human Services committee killed the bill by a 5-6 vote.

HB-1155 concerns oil shale severance tax revenues. This bill will use some of the anticipated oil shale severance taxes to help fund transportation needs and eventually eliminate personal business property taxes and reduce other property taxes.

HB-1155 was killed in the House Finance committee on 1/31/07.

HB-1240 will require a super majority from both houses of 60% for all bills that increase revenues, other than taxes that require a vote of the people. 1240 was killed in committee by a party-line vote.

HB-1241 will reduce the state income tax rate to 4.33% for five years in order to return to the people the Referendum C revenues beyond the Blue Book advertised 3.7 billion dollars. 1241 was killed in committee by a party-line vote.

SB-071 increases the penalty for attacks on pregnant women that result in the death of the unborn child. In other words, it will make it a crime to kill an unborn child, (which Colorado law currently does not address.) Senator Schultheis is starting this in the Senate. 71 was killed in committee by a party-line vote.

SB-138 will require the religious rights of students, teachers and staff be posted in all public schools. 138 was killed in committee by a party-line vote.
